2000 Lease Agreement Between Chemstone and
the Frederick County Sanitation Authority

This document, signed on March 2, 2000, gives FCSA the rights to water pulled from a
proposed quarry and mine at Middletown. It states that the costs of rezoning of the land in order to dig the quarry will be paid by FCSA. This agreement demonstrates that Chemstone and FCSA knew long before residents did about the proposed quarry.
